Improving the quality of public services has caught the attention of many developing countries, including India. A number of measures have been taken to reduce delay in delivery of services and enhance transparency and accountability. For instance, the use of information communications technology (ICT) has brought significant changes in the delivery of public services. Yet the interface between the service provider at the point of delivery and the citizen continues to be a major bottleneck. Taking a cue from the Citizens Charters, the Government of Karnataka has enacted the Karnataka Citizens Services Guarantee Act (Sakaala) with a view to ensure service delivery within the specified time limits. Similar legislation to exist in other states as well. Karnataka Citizens Services Guarantee Act envisages timely delivery of services of over 150 services provided by 11 departments. It is reported that from 1st March 2012 to 27th May 2012, over 11 lakh citizens have used this scheme to access public service. The State Government is in the process of bringing several other services within the ambit of the Sakaala scheme. This simple guide is an effort to inform, educate and enlighten the citizens about the Act and the procedure to be followed in using this important piece of legislation.
